The Connecticut Clean Energy Fund (CCEF) announced the approval of a grant of $1,334,235 to help defray a significant portion of the total project cost of installing a 300-kilowatt DC PV system at the Crystal Rock bottling facility in Watertown, Conn. The array of 1,764 roof-top solar panels is expected to supply about 28% of the facility’s total electrical need. In addition, when the facility does not need electricity Crystal Rock can supply and “sell” that electricity to the grid at the retail rate. August 2007.

MTC Renewable Energy Trust releases the Clean Energy Census report that shows that clean energy is the fastest growing sector in Massachusetts. August 2007.

Energy Trust of Oregon will invest up to $5 million in a biomass cogeneration project that will generate enough electricity to serve over 12,000 homes with continuous renewable electricity. Press Release. June 1, 2007.

The VT DPS and the Clean Energy Development Fund Investment Committee have completed a Strategic Plan for the Fund. The Plan outlines the goals of the fund and how the funds will be managed and distributed. May 2007.

U.S. Department of Energy’s Wind and Hydropower Technologies Program released its first ever “Annual Report on U.S. Wind Power Installation, Cost, and Performance Trends: 2006.” May 31, 2007.

The Connecticut Clean Energy Fund (CCEF), a ratepayer fund administered by Connecticut Innovations Inc. (CI), announced that the Connecticut Clean Energy Investment Committee has approved a grant of $940,000 to help defray the cost of installing a 200-kilowatt fuel cell at the new Middletown High School. NYSERDA and the New York State Public Service Commission announced that twenty-one electric generating facilities in New York have been selected to provide renewable energy to New York consumers in the second competitive solicitation under the Renewable Portfolio Standard (RPS) Program. In a 5-4 decision, the Supreme Court ruled the Clean Air Act gives the E.P.A. the authority to regulate the tailpipe emissions of greenhouse gases from new cars and trucks. April 2, 2007

This case study seeks to comprehensively summarize the support that state clean energy funds have provided to utility scale energy projects, detailing - among other things - the amount of funds obligated and the number, capacity, and resource type of projects supported. Who Owns Renewable Energy Credits? This LBL report provides information and insight to state policy-makers, utility regulators, and others about different approaches to clarifying the ownership of RECs. April 2006.

The New Jersey Board of Public Utilities (NJBPU) was joined by the New Jersey Department of Environmental Protection (DEP) and dozens of community and business leaders on April 6th to announce the statewide roll out of the Clean Power Choice program, a voluntary initiative that allows customers to invest in clean energy.

Clean energy markets grew to $40 billion in 2005 and are poised to expand fourfold to $167 billion by 2015, according to a new report from CleanEdge, Inc., a clean technology research and publishing firm. "Clean Energy Trends 2006" examines biofuels, wind power, solar photovoltaic systems, and the fuel cell and distributed hydrogen markets.

Clean Energy State Program Guide: Strategies to Foster Solar Energy & Advanced Efficiency in Affordable Multi-Family Housing, prepared by Clean Energy Group and Peregrine Energy Group, describes a series of practical strategies that states can readily implement to increase the use of solar photovoltaics (PV) in affordable, multi-family housing. February 2006.

CESA and LBL release "Supporting Photovoltaics in Market-Rate Residential New Construction", a new case study summarizing programmatic experience and lessons learned from the state clean energy funds. February 2006.

LBNL releases “Letting the Sun Shine on Solar Costs: An Empirical Investigation of Photovoltaic Cost Trends in California.” This report provides a comprehensive analysis of grid-connected solar photovoltaic (PV) cost trends in California, the largest PV market in the United States. January 2006.

On Jan. 12, 2006, the CA Public Utilities Commission approved the California Solar Initiative, a comprehensive proposal that provides $2.8 billion in incentives toward solar development over 11 years. It also develops complementary policies and rules, sets new incentive levels, and addresses program administration.

A Possible Turning Point for Climate Change Solutions: How Innovations in Investment, Technology and Policy Are Needed for Emissions Stabilization, by Clean Energy Group and Heinrich Böll Foundation for the Montreal Strategic Climate Change Workshop on Sub-National Strategies for Clean Energy Investment, Technology Deployment and Innovation. December 2005.

Seven states announced an agreement to implement the Regional Greenhouse Gas Initiative. The participating states are Connecticut, Delaware, Maine, New Hampshire, New Jersey, New York, and Vermont. The Connecticut Clean Energy Fund is accepting applications for its new On-site Distributed Generation Program. The program makes nearly $21 million available to reduce the cost of installing equipment to generate clean and renewable energy at commercial, industrial and institutional facilities. December 5, 2005.

The Massachusetts Renewable Energy Trust announces a third round of competitive funding opportunities for early-stage, Massachusetts clean energy companies through the Sustainable Energy Economic Development Initiative (SEED). The Potential for Transatlantic Investment in Clean Technology - An Opportunity Assessment of the Clean Energy Sector. Prepared by Clean Energy Group and the Carbon Trust, March 2005. This Report 1) identifies a number of important barriers that hinder investment in clean energy markets; 2) reveals considerable enthusiasm in the transatlantic investment community for promoting new financial structures and policy mechanisms; and, 3) sets out next steps to gain support for the initiative through two subsequent phases of the work.

Comparative Information on State and Utility Rebate Programs: Berkeley Lab recently developed a simple database of state and utility cash incentives for solar PV. The principal purpose of this effort was to put incentive levels on a comparable basis among programs (taking into consideration the fact that programs base their incentive payments on different definitions of installed wattage, and that some programs provide payment based on production). February 2005.

Projecting the Impact of State Portfolios Standards on Solar Intallations: Prepared for the California Energy Commission, this power-point presentation presents information on the size of the solar PV market that might be created by the seven existing solar set-asides within state RPS requirements (states with such set-asides include AZ, NV, CO, PA, NJ, NY, and D.C.). As shown in the presentation, these policies are forecast to generate approximately 1,000 MW of solar PV demand by 2025. Februrary 2005.

New York State Energy Research and Development Authority
(NYSERDA) will provide more than $17 million to support the development of five wind farms throughout upstate New York. The wind farms will add 315 megawatts of electric capacity to the power grid without contributing any emissions. The total value of the five wind farms is estimated at more than $375 million. NYSERDA - New York State Energy Research and Development Authority - is providing $10 Million in funding assistance to promote Distributed Generation technologies and Combined Heat and Power (CHP, or cogeneration) applications in industrial, commercial, insitutional, and residential sectors.

Eligible projects include feasibility studies, product development, and installation demonstrations, at funding levels up to $100,000, $500,000, and $1,000,000, respectively, per project. The New Jersey Public Service Board is seeking proposals to develop renewable energy technology projects. Proposals are due February 5, 2002. MA Dept. of Energy Resources (MA DOER) has issued the final draft of its Proposed Renewable Energy Portfolio Standards (pdf), along with a background summary (pdf) and a Recommendation Letter (pdf) to legislators (Oct. 2, 2001). California Power Authority is seeking public comments on a draft Request for Bids (RFB) for "Stationary Fuel Cells". The Authority hopes to entertain orders of as much as 20 MW of fuel cell capacity by the fall of 2002, 50 MW the year after, and 300 the next year. The deadline for comments is Friday, October 5, 2001.

On August 28, the Connecticut Clean Energy Fund (CEF) issued a Request for Proposal (RFP) seeking bidders to conduct commercial and demonstration projects under the CEF Fuel Cell Initiative. First year funding levels for the three categories of projects included in the RFP expect to reach $5 million, with an additional $1 million in funding from the Conservation and Load Management Fund. Three categories of projects are being solicited in the RFP. The deadline to submit proposals is October 26 at 5 p.m.

The Rhode Island Renewable Energy Collaborative announces two new Request for Proposals (RFP) for renewables projects: RFP for Purchase and Sale of Renewable Electricity to Large Electricity Customers. The Collaborative invites proposals by large electricity customers and/or registered retail electricity suppliers for the purchase or sales of green power to large electricity customers in Rhode Island. $500,000 is available for funding. Rhode Island RFP for Renewable Generation Supply. To encourage development of renewable energy projects located in Rhode Island and New England that meet eligibility criteria and serve Rhode Island customers behind the meter or through competitive retail electric supply. $1,250,000 available for funding.
