States, cities, utilities, and many other sub-national entities today are at the forefront of domestic efforts to address clean energy and climate change. They have shown extraordinary bipartisan leadership as they design and implement creative and diverse clean energy programs. These groups have provided critical financial support to spur thousands of new renewable energy projects using a range of financial support tools, from rebates to competitive grants to loans. Complementing these tools is a set of aggressive policies at the state and local level - from tax incentives, net metering, and interconnection rules to renewable portfolio standards.

CESA has enlarged its membership to comprise a broad variety of organizations deploying funds at the subnational level for clean energy programs and projects. These include, for example:

  • Municipal utilities that run solar rebate programs
  • State energy offices that deploy funds to residential and commercial customers for distributed generation
  • Third-party organizations set up by states to deploy ratepayer funds for renewable and efficiency projects
