Climate Change and State Funds

Many states are interested in additional discussion of how their funds and programs could be structured to better address climate change. Most funds do not have an explicit climate change mandate, but many of their technology programs produce climate change benefits. We will begin an exploration among the funds about their needs in this area, including a more systematic effort to explore low carbon technology, investment and policy trends in the US and abroad.

International Clean Technology Innovation Network

CESA members will work with European counterparts to share practical knowledge and market intelligence about U.S. and international clean energy practices and implementation mechanisms. This work will result in a new network and channel for informational exchange and collaboration to fill the vacuum at the national and international level on clean energy implementation.

Offshore Wind/Offshore Energy

The CESA offshore wind project is in the early stages and will be further developed over the fall of 2005. With regard to offshore energy, CESA has already has accomplished several things. CESA has held several meetings of interested players. The May 5, 2003 meeting in Newark, New Jersey had thirty participants from throughout the East. A Working Group has been formed to propose a workplan and they have had several conference calls. A list serve has been created. PV Initiative

CESA members are interested in expanding the use of PV. CESA will work to develop collaborative relatoinships between state funds and national and international solar industry players to look at ways to aggregate PV demand which could be based on a combination of targeting existing programs and developing new niche markets, such as in multi-family affordable housing.

As a part of its ongoing efforts to assist states in the development of programs that support the advanced deployment of solar energy technologies, Clean Energy Group and CESA are pleased to launch the States Advancing Solar website – www.statesadvancingsolar.org. The site is designed to serve as a resource for state-level renewable energy program managers and policymakers on solar technologies and policies. Through the site, stakeholders can access information on the latest developments in solar energy technologies, state solar program case studies, and solar events.

The clean energy funds of CT, MA, NJ, PA and RI will undertake the development and production of a joint marketing campaign to educate the public about clean energy through a branding approach for renewable energy and media products including television, radio and print ads.

RPS Implementation Collaborative

State funds and new renewable portfolio standards (RPSs) are increasingly indentified as key drivers for clean energy investment in the US. This project seeks to share information about what is working in different states; to evaluate opportunities for regional cooperation, data sharing and coordinated fund support for RPS infrastructure; and to facilitiate a means to pursue these designs or regional cooperation opportunties.

National RPS Implementation Collaborative

The primary purpose of the National RPS Collaborative is to establish a national dialogue and collaborative among state policy leaders, the U.S. Department of Energy, and other major RPS stakeholders to share information and examine opportunities for multi-state and federal cooperation in successful deployment of RPS programs. Wind Siting Collaborative/Community Wind

The CESA Wind Siting Project seeks to address and reduce regulatory and legal uncertainty of siting wind projects under the MBTA and to work with the Dept. of Interior and other federal agencies and NGSs to find collaborative and adaptive solutions.
