CESA is managed by Clean Energy Group, Inc. (CEG), a nonprofit 501(c)(3), publicly supported charitable organization. Headquartered in Montpelier, VT, CEG's mission is to achieve environmental goals by promoting the commercialization of clean energy technologies.

Principal staff for the CESA project are:

  • Lewis Milford, Executive Director

    Lew is the President of Clean Energy Group, and the Executive Director of CESA. A longtime advocate for the environment, Lew was previously the director of energy programs at the Conservation Law Foundation for 10 years where he was active in shaping electricity restructuring legislation. Lew supervises all CESA projects and activities, and is primarily responsible for CESA's work with other international clean energy funds, and with Clean Energy Investor and Pension Outreach.
  • Mark Sinclair, Deputy Director

    Mark joined the Clean Energy Group staff as Vice President in May 2005 and is also the Deputy Director for CESA. He is formerly a Vice President and senior attorney with Conservation Law Foundation. Mark also served as general counsel to the State of Vermont's environmental agency. He has practiced environmental and energy law for eighteen years. Mark supervises all CESA projects and activities, and he directs the Wind Siting Project,the Solar PV project, and other projects in development for CESA.
  • Daniel Dutcher, Project Director

    Dan Dutcher is a Project Director for CEG and CESA. Dan brings his expertise in integrating the law, public policy, the natural and social sciences to the development and deployment of clean energy technology in the United States and internationally. Dan will work mostly with CEG, but he will provide assistance to CESA as needed. Dan received his B.A. from Ithaca College in 1981 and his J.D. from Cornell Law School in 1985. In 2000, he received his Ph.D. in forest resources, with a concentration in forest science, from Penn State University. Dan has previously practiced environmental law in Pennsylvania and Vermont.

  • Maria Blais, Program Coordinator, Web Master

    Maria's responsiblilites include communications coordination between CESA Staff and Members, event coordination, and she also oversees grants and contracts. Maria also manages the CESA web site and email list serve. Based in the Vermont office, Maria formerly worked with both Lew and Mark at the Conservation Law Foundation.
  • Meghan LeBourveau, Administrative Assitant

    Meghan assists with CESA confernce calls and meeting events, as well as maintains CESA staff schedules. She also serves as a project assistant to all CESA projects.
