Mark Sinclair is Executive Director of CESA and Vice President of CEG. Mark manages the strategic and day-to-day operations including oversight for all projects and staff. Prior to his work with CEG, he was senior attorney and Vice President with Conservation Law Foundation (CLF) for ten years. He also served as general counsel to the Vermont Agency of Natural Resources. He serves on the Board of the Vermont Clean Energy Development Fund, the U.S. Offshore Wind Collaborative, and the National Wind Coordinating Collaborative. He has written extensively on renewable energy policy, program, and finance topics. Mark earned his B.A. degree from Williams College and received his law degree from Cornell Law School.

Anne Margolis

Anne Margolis is a Project Director for CESA, where she focuses primarily on member services as well as outreach and communication efforts to members and external stakeholders, including creation of print and web content. She directs the Energy Storage and Technology Advancement Partnership (ESTAP) and also co-directs the CESA Solar and the Wind Siting & Acceptance Projects as well as managing CESA's State Leadership in Clean Energy (SLICE) awards program. Prior to joining CESA, Anne was the Director of the Vermont Clean Energy Development Fund. She holds a B.A. degree in Environmental Studies from Dartmouth College.

Lizzie Rubado

Lizzie Rubado is a Project Director for CEG and CESA, leading collaborations between state, national and private organizations. Currently, she is directing the Interstate Turbine Advisory Council; a national effort to create a unified list of small and midscale turbines that meet the performance and durability expectations of state incentive programs. Prior to joining CESA, Lizzie was a Program Manager for the state clean energy fund Energy Trust of Oregon. There, she headed solar and wind incentive programs, as well as supporting initiatives for biopower, geothermal and microhydro development. Lizzie has a degree in Physics from Whitman College and is based in Portland, Oregon.

 

Ross Tyler

Ross Tyler serves as a Project Director for CESA with representation in its Washington DC office and special projects including: an accelerated US offshore wind deployment strategy; state / federal join procurement for clean energy and clean energy in the agricultural and rural sectors. He also works with the Clean Energy Group as Executive Director for the UNEP SEF Alliance is to increase awareness, membership and funding for this important international group of public-funded entities seeking to accelerate low carbon economies. Ross has an MBA. from the Canterbury Business School, University of Kent, UK and a B.S. in Chemistry with Honors, University of St. Andrews, Scotland.

     

Marissa Newhall

Marissa Newhall is the Communications Director at CESA where she develops external communications strategies and manages communications for CESA’s Offshore Wind Accelerator Project, a collaborative effort to ensure public and stakeholder access to objective information on the merits of domestic offshore wind production. Prior to joining CESA, Marissa was Communications Director for SmartPower, a non-profit marketing organization that promotes clean energy and energy efficiency through on-the-ground outreach campaigns. In a former life, she spent three years a blogger and multimedia journalist at the Washington Post and several years as a freelance writer for USA Today, the Society of Professional Journalists, and other publications. Newhall holds bachelor’s degrees in International Affairs and Visual Media from American University and is a master’s candidate at Georgetown University’s Public Policy Institute, focusing on the intersection of clean energy, climate change, and economic development. She is based in Washington, D.C.

Lewis Milford is President of CEG and Founder of Clean Energy States Alliance (CESA). Prior to founding CEG, Lew was Vice President of Conservation Law Foundation, New England's leading environmental organization, where he directed the Energy Project. Previously, he practiced environmental law at a private firm and as the New York Assistant Attorney General. He is co-author of The Wages of War, a social history chronicling America's treatment of its military veterans. He has a J.D. from Georgetown University Law Center and is a Phi Beta Kappa graduate of Rutgers College.

Warren Leon

Warren Leon provides consulting assistance to CESA and helped CESA organize last year's National Summit on RPS for the State-Federal RPS Collaborative. He currently serves as the Project Director for CESA's Hydrogen Education Project and co-director of the State-Federal RPS Collaborative. He is an Adjunct Professor at the Brandeis University International Business School. Warren was previously Director of the Massachusetts Renewable Energy Trust, Executive Director of the Northeast Sustainable Energy Association, and Deputy Director for Programs at the Union of Concerned Scientists. He co-authored the influential book The Consumer's Guide to Effective Environmental Choices. He holds a Ph.D. from Harvard University.

Maria Blais Costello is Program Coordinator for CEG and CESA. She is responsible for managing grants and contracts for CESA and CEG projects. She also coordinates grant reporting, publications, and special events. She previously worked at Conservation Law Foundation, where she served as the office manager for the Vermont office. She graduated cum laude from the University of New Hampshire with a B.A. in Political Science.

Val Stori serves as an assistant Project Director and research assistant to CESA and CEG. Val provides assistance with various projects including research for CESA's biomass project and research for a Northeast-based fuel cell cluster project to enhance regional economic growth for the deployment of fuel cells. She has a Master of Studies in Environmental Law from Vermont Law School and a B.A. from Middlebury College in Environmental Studies/Conservation Biology.

Jessica Morey

Jessica Morey, former Project Director for CEG and CESA, now serves as a project consultant to the Marine Energy Project. Prior to working with CEG, Jessica was a clean energy analyst at the World Bank and previously the International Fellow at the Pew Center for Global Climate Change. Jessica has M.A.s in International Affairs and Sustainable Development from American University and the UN University for Peace and a degree in engineering from Dartmouth College.

Meghan Monahan is CEG's Executive Assistant and Office Manager. She also serves as a project assistant for CESA. Her duties include managing staff schedules, administrative support, research, and event planning. Meghan is a magna cum laude graduate of Champlain College, where she majored in Business Administration.

Kevin Cavanaugh serves as CFO for CEG and CESA, where his primary responsibilities include budgeting, financial accounting, external reporting/audit, and grant reporting. In addition, he works with staff in human resource management and benefits design and administration. He previously served as the chief operating officer of The Reinvestment Fund, a nonprofit development finance corporation located in Philadelphia. He holds a B.S. degree in accounting from the University of Delaware.
