Fuel Cell 2000 has compiled a guide to state policies and programs supporting hydrogen and fuel cell industry development and deployment. This guide reviews each state individually and then describes the Top 5 states with the most comprehensive policies and programs. April 2010. The California Public Utilities Commission (CPUC) has authorized Pacific Gas
and Electric Company and Southern California Edison Company to install utility-owned
fuel cells on several University of California and California State University
campuses. The CPUC approval includes the installation of four FuelCell Energy
1.4 megawatt (MW) fuel cell power plants and two 200-kW solid oxide fuel cell

Release (link). January 2010. Connecticut Governor Rell: State Energy Plan Includes
More Incentives for Fuel Cells, Geothermal Systems. Gov. Rell
announced that the state has developed a comprehensive energy plan
that
uses $38.5
million in federal stimulus funds to
expand fuel cell initiatives, improve energy efficiency of
state buildings and provide incentives to homeowners and businesses
for alternative energy technologies to reduce energy costs. See

The Connecticut Clean Energy Fund “Project 150” renewable energy program has approved the Cube fuel cell project, which will provide 3.4 megawatts of Class I renewable power to Connecticut Light and Power. The $20 million project is scheduled to start in early 2010, with project completion expected in the third quarter of that year. For more information, click here. The Massachusetts Renewable Energy Trust (MRET) Large Onsite Renewables
Initiative has approved a $400,000 grant for the installation and
operation of a PureCell® Model 400 fuel cell system at the
new Whole Foods Market slated to open in Dedham, Massachusetts,
in late-2009. The 400-kW fuel cell will generate approximately
90 percent of the store’s power and nearly 100 percent of
